Exist\u0103 un angajament legal de a avea o finan\u021bare pentru Educa\u021bie de cel pu\u021bin <i data-stringify-type=\"italic\">15% din cheltuielile bugetului general consolidat, <\/i>adic\u0103 tot ce vine din bugetul de stat, Fonduri Externe Nerambursabile \u0219i venituri proprii ale \u0219colilor, c\u00e2t \u0219i din bugetele locale.<i data-stringify-type=\"italic\">\u00a0A<\/i>nterior \u0219tiai asta drept <i data-stringify-type=\"italic\">6% din PIB<\/i>. \u00cen forma actual\u0103, bugetul de stat 2024 <b data-stringify-type=\"bold\"><a class=\"c-link\" href=\"https:\/\/funky.ong\/en\/analiza-bugetul-de-stat-2024\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-stringify-link=\"https:\/\/funky.ong\/analiza-bugetul-de-stat-2024\/\" data-sk=\"tooltip_parent\">nu aloc\u0103 suficiente fonduri<\/a><\/b><b data-stringify-type=\"bold\"> pentru a se apropia de aceast\u0103 \u021bint\u0103.<\/b><\/p>\n<p>Nu uita c\u0103 anul urm\u0103tor politicienii \u00ee\u021bi vor cere votul deci presiunea pe care o facem acum c\u00e2nt\u0103re\u0219te mai mult dec\u00e2t de obicei.<\/p>\n<p>&#8211;<\/p>\n<p><span style=\"font-weight: 400;\"><strong>Finan\u021barea \u00eenv\u0103\u021b\u0103m\u00e2ntului este un subiect pe care am \u00eenceput s\u0103-l urm\u0103rim intens. Centralizarea bugetului \u00een Educa\u021bie<\/strong> \u00eenseamn\u0103 <strong>mai pu\u021bin\u0103 flexibilitate<\/strong> pentru \u0219coli \u0219i autorit\u0103\u021bi locale atunci c\u00e2nd aloc\u0103 resurse pentru nevoi specifice. Elevii, profesorii \u0219i p\u0103rin\u021bii sunt principalii beneficiari \u0219i este esen\u021bial\u0103 o finan\u021bare orientat\u0103 c\u0103tre ei, pentru o societate democratic\u0103 s\u0103n\u0103toas\u0103. Obiectivul de 6% din PIB impus de Legea Educa\u021biei Na\u021bionale nu a fost niciodat\u0103 atins, cea mai mare alocare fiind de 3,52% \u00een anul 2020, \u00eenainte de a sc\u0103dea la 3,13% din PIB \u00een anul 2022 (noul obiectiv de referin\u021b\u0103 reprezint\u0103 15% din bugetul general consolidat, cu un v\u00e2rf de 9,89% \u00een anul 2019). Cheltuielile guvernamentale totale pentru educa\u021bie au crescut constant \u00een termeni nominali, de la 21,5 miliarde lei \u00een 2016, la 44 miliarde lei \u00een anul 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>Finan\u021barea medie per elev<\/strong> a crescut semnificativ pentru toate nivelurile de \u00eenv\u0103\u021b\u0103m\u00e2nt \u00eentre 2016 \u0219i 2022 (cre\u0219tere de 173% pentru \u00eenv\u0103\u021b\u0103m\u00e2ntul profesional; 126% pentru cel secundar 126%; \u00eentre 102% \u0219i 107% pentru \u00eenv\u0103\u021b\u0103m\u00e2ntul primar, pre\u0219colar, respectiv liceal), \u00eens\u0103 <strong>exist\u0103 diferen\u021be majore \u00eentre jude\u021be<\/strong>, alocarea per elev variind <strong>\u00eentre 3.231 lei\/elev<\/strong> (anul 2016, jude\u021bul Ilfov)<strong> \u0219i 10.844 lei\/elev<\/strong> (anul 2022, jude\u021bul Covasna). O bun\u0103 parte din cheltuielile unit\u0103\u021bilor de \u00eenv\u0103\u021b\u0103m\u00e2nt este reprezentat\u0103 de cheltuieli de personal (\u00eentre 78% \u0219i 85% din totalul cheltuielilor).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pentru identificarea \u0219i m\u0103surarea mai clar\u0103 a impactului finan\u021b\u0103rii Educa\u021biei asupra abandonului \u0219colar, performan\u021bei \u0219colare, a bun\u0103st\u0103rii elevilor, sunt necesare studii calitative \u00een profunzime. Acestea pot porni de la aspectele descoperite \u00een aceast\u0103 analiz\u0103 urm\u0103rind execu\u021biile bugetare, detaliind asupra modului \u00een care sunt utilizate resursele
