{"id":20282,"date":"2026-01-28T15:40:47","date_gmt":"2026-01-28T13:40:47","guid":{"rendered":"https:\/\/funky.ong\/?p=20282"},"modified":"2026-05-22T15:42:01","modified_gmt":"2026-05-22T12:42:01","slug":"analiza-bugetului-general-consolidat-decembrie-2025","status":"publish","type":"post","link":"https:\/\/funky.ong\/en\/analiza-bugetului-general-consolidat-decembrie-2025\/","title":{"rendered":"Analiza bugetului general consolidat decembrie 2025"},"content":{"rendered":"<p><b><span data-contrast=\"auto\">Rom\u00e2nia a \u00eencheiat 2025 cu un deficit de 7,65% din PIB \u2013 peste \u021binta asumat\u0103 ini\u021bial (de 7%), dar sub\u00a0\u021binta de 8,4% asumat\u0103 de Guvern \u00een toamna anului trecut \u00een rela\u021bia cu Comisia European\u0103.\u00a0Dar pentru prima dat\u0103 \u00een ultimii ani, cheltuielile au crescut mai \u00eencet dec\u00e2t veniturile (+11,2% fa\u021b\u0103 de +15,3%). <\/span><\/b><\/p>\n<blockquote>\n<p style=\"text-align: center;\"><b><span data-contrast=\"auto\">E un semn de vindecare a finan\u021belor publice?\u00a0\u00cen timp ce a\u0219tept\u0103m propunerea de buget pentru anul 2026 (care ar fi trebuit trimis\u0103 \u00een Parlament p\u00e2n\u0103 la 15 noiembrie 2025), ne uit\u0103m cu aten\u021bie la datele\u00a0pentru\u00a0anul trecut.\u00a0<\/span><\/b><\/p>\n<\/blockquote>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Cifrele din 2025 arat\u0103 c\u0103 e posibil s\u0103 fr\u00e2nezi cheltuielile f\u0103r\u0103 s\u0103 opre\u0219ti statul. \u00centrebarea e dac\u0103 m\u0103surile din 2026 \u2013 reforma administra\u021biei publice, limit\u0103ri salariale, impozite locale mai mari \u2013 vor avea o contribu\u021bie semnificativ\u0103 la \u00eens\u0103n\u0103to\u0219irea\u00a0finan\u021belor publice astfel \u00eenc\u00e2t sacrificiile f\u0103cute de contribuabili \u00een 2025 s\u0103 fie dublate \u0219i de un efort al statului \u00een acest sens.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<div style=\"position: relative; padding: 0px; margin: 0px;\" title=\"Copy 1: Decembrie 2025\" src=\"https:\/\/e.infogram.com\/acaa8a91-5ba1-4e95-882b-cd906c8a0aa9?src=embed&amp;embed_type=responsive_iframe\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<h2><b><span data-contrast=\"auto\">Anul 2025 s-a \u00eencheiat cu un deficit bugetar de \u20137,65% din PIB<\/span><\/b><span data-contrast=\"auto\">, respectiv de\u00a0<\/span><b><span data-contrast=\"auto\">\u2013146,03 miliarde lei<\/span><\/b><span data-contrast=\"auto\">.\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Eforturile de reducere a deficitului Rom\u00e2niei p\u00e2n\u0103 la 2,5% din PIB\u00a0\u00een 2031\u00a0ar fi trebuit s\u0103 \u00eenceap\u0103\u00a0\u00eenc\u0103 din octombrie 2024, c\u00e2nd\u00a0Ministerul Finan\u021belor a publicat Planul Bugetar-Structural Na\u021bional pe Termen Mediu (PBSTM), ce presupune o serie de reforme\u00a0menite s\u0103\u00a0consolideze finan\u021bele publice, prin ajustarea deficitului, asigurarea absorb\u021biei de fonduri europene \u0219i\u00a0promisiunea \u00eent\u0103ririi predictibilit\u0103\u021bii\u00a0fiscale.\u00a0<strong>Rom\u00e2nia are cel mai mare deficit bugetar din Uniunea European\u0103,\u00a0ceea ce ne-a \u0219i dus c\u0103tre deschiderea\u00a0unei proceduri de deficit excesiv.<\/strong><\/span><strong>\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">Printre reformele promise\u00a0de guvernele succesive, se num\u0103r\u0103 \u0219i\u00a0reforma pensiilor speciale, eficientizarea ANAF \u0219i restructurarea sistemului de cheltuieli publice.\u00a0Cu toate acestea,\u00a0abia din\u00a0vara anului trecut au \u00eenceput s\u0103 fie luate m\u0103suri cu impact bugetar semnificativ,\u00a0m\u0103suri resim\u021bite direct de popula\u021bie, precum cre\u0219terea cotelor de TVA la 21%, respectiv 11%, eliminarea\u00a0excep\u021biilor pentru plata contribu\u021biilor de s\u0103n\u0103tate pentru mame aflate \u00een concediu de cre\u0219tere a copilului, venituri din pensii peste 3000 de lei\u00a0\u0219i\u00a0coasigura\u021bi.\u00a0<strong>Aceste m\u0103suri au crescut costul de trai\u00a0av\u00e2nd un impact inclusiv pe infla\u021bie, dar au\u00a0avut totu\u0219i \u0219i un efect pe deficitul bugetar.<\/strong><\/span><strong>\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">Nici anul 2026 nu\u00a0pare c\u0103\u00a0va fi scutit de m\u0103suri menite s\u0103 creasc\u0103 veniturile statului\u00a0\u0219i s\u0103 diminueze cheltuielile\u00a0&#8211; \u00eenc\u0103 din luna ianuarie, rom\u00e2nii au pl\u0103tit mai mult cu p\u00e2n\u0103 la\u00a080% pentru impozitul pe locuin\u021b\u0103, cresc\u00e2nd \u00een acela\u0219i timp \u0219i impozitul\u00a0pentru autoturisme, inclusiv pentru cele electrice.\u00a0Alte m\u0103suri anun\u021bate pentru 2026, \u0219i pe fondul c\u0103rora Guvernul justific\u0103 \u00eent\u00e2rzierea public\u0103rii bugetului de stat, includ reduceri de personal, limit\u0103ri salariale \u0219i reduceri de costuri administrative pentru\u00a0autorit\u0103\u021bile locale.\u00a0<\/span><strong><a href=\"https:\/\/funky.ong\/en\/in-asteptarea-bugetului-de-stat-pentru-anul-2026\/\" target=\"_blank\" rel=\"noopener\">P\u00e2n\u0103 la publicarea legii bugetului na\u021bional<\/a>, este important s\u0103 \u00een\u021belegem cum s-au \u00eenchis finan\u021bele publice pentru anul 2025 \u0219i c\u00e2t de\u00a0eficiente sunt m\u0103surile pentru reducerea deficitului.\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">\u00cen 2025, la bugetul general consolidat, s-au \u00eencasat 662,7 miliarde lei, \u00een timp ce cheltuielile s-au ridicat la 808,73 miliarde. De\u0219i comparativ cu anul trecut veniturile au crescut \u00eentr-un ritm mai alert (+15,3%) fa\u021b\u0103 de cre\u0219terea \u00eenregistrat\u0103 pentru cheltuieli (+11,2%), nu a fost suficient pentru \u00eencadrarea \u00een \u021binta asumat\u0103 ini\u021bial (la \u00eenceputul anului, \u00eenainte de rectificare) de \u20137,05% deficit bugetar. <strong>Cre\u0219terea cheltuielilor \u00eentr-un ritm mai lent dec\u00e2t cel al veniturilor este totu\u0219i o reu\u0219it\u0103 \u00een domeniul fiscal-bugetar. <\/strong><\/span><\/p>\n<p><span data-contrast=\"auto\">Prin compara\u021bie, \u00een 2024, veniturile crescuser\u0103 cu numai 10,4%, \u00een timp ce cheltuielile erau cu 19,1% mai mari dec\u00e2t \u00een decembrie 2023. La finalul lui 2023, at\u00e2t veniturile c\u00e2t \u0219i cheltuielile crescuser\u0103 cu aproximativ 13% fa\u021b\u0103 de finalul anului anterior.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><img class=\"alignnone size-full wp-image-20286\" src=\"https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-2.png\" alt=\"\" width=\"1080\" height=\"763\" srcset=\"https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-2.png 1080w, https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-2-768x543.png 768w, https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-2-18x12.png 18w\" sizes=\"(max-width: 1080px) 100vw, 1080px\" \/><\/span><\/p>\n<p><span data-contrast=\"auto\">Remarc\u0103m \u00eens\u0103 o cre\u0219tere considerabil\u0103 a <strong>veniturilor totale prin raportare la PIB<\/strong>.\u00a0Dac\u0103 \u00een 2023 \u0219i 2024 acestea crescuser\u0103 cu numai 0,1pp, respectiv cu 0,2pp, la finalul lui 2025 veniturile totale\u00a0au fost mai mari cu 2 puncte\u00a0procentuale fa\u021b\u0103 de valorile \u00eenregistrate \u00een decembrie 2024. La finalul anului trecut, totalul veniturilor reprezenta\u00a034,7% din Produsul Intern Brut.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><strong><img class=\"alignnone size-full wp-image-20287\" src=\"https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-3.png\" alt=\"\" width=\"1080\" height=\"763\" srcset=\"https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-3.png 1080w, https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-3-768x543.png 768w, https:\/\/funky.ong\/wp-content\/uploads\/2026\/01\/decembrie-2025-3-18x12.png 18w\" sizes=\"(max-width: 1080px) 100vw, 1080px\" \/><\/strong><\/span><\/p>\n<p><span data-contrast=\"auto\"><strong>Veniturile curente,<\/strong> care reprezint\u0103 88,3% din totalul \u00eencasat \u00een 2025, au crescut cu 10,3%: de la 530,48 miliarde lei \u00een 2024, la 584,97 miliarde lei \u00een 2025. Cre\u0219terea anual\u0103 este \u00eens\u0103 mai mic\u0103 dec\u00e2t cea din 2024 (+17,4%, respectiv +78,72 mld lei), dar peste cea \u00eenregistrat\u0103 la finalul anului 2023 (+10,3%, adic\u0103 +42,26 miliarde). <\/span><\/p>\n<p><span data-contrast=\"auto\">Raportat la Produsul Intern Brut, veniturile curente au crescut de la 28,6% la final de 2023, la 30,1% la finalul anului 2024 \u0219i p\u00e2n\u0103 la 30,6% \u00een decembrie 2025. \u00cen aceast\u0103 categorie mare, cele mai mari cre\u0219teri sunt \u00eenregistrate de veniturile fiscale (+10,8%, respectiv +0,3pp raportat la PIB). Pe de alt\u0103 parte,\u00a0cheltuielile\u00a0(42,36% din PIB)\u00a0au crescut cu modera\u021bie sau chiar au sc\u0103zut \u00een unele cazuri, ar\u0103t\u00e2nd o imagine ceva mai optimist\u0103 pentru reducerea deficitului.<\/span><span lent\u0103 dec\u00e2t \u00een 2024,\u00a0c\u00e2nd\u00a0se cheltuiau\u00a0cu 116,66 mld lei mai mult\u00a0dec\u00e2t la finalul lui 2023,\u00a0iar totalul cheltuielilor\u00a0crescuse cu 3,1pp prin raportare la PIB.\u00a0Costurile curente, care reprezint\u0103 mare parte din cheltuielile statului, au crescut cu\u00a0numai\u00a012%, fa\u021b\u0103 de 15,9% \u00een 2024.\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">De\u0219i cre\u0219terea anual\u0103 nu este la fel de dramatic\u0103 ca la finalul anului 2024, cheltuielile de personal, pentru bunuri \u0219i servicii \u0219i\u00a0cu asisten\u021ba social\u0103 ocup\u0103, \u00een continuare, peste 65% din cheltuielile publice efectuate.<\/span><span 0,4pp raportat la PIB.\u00a0Cre\u0219terea anual\u0103 este mai mic\u0103 dec\u00e2t cea \u00eenregistrat\u0103 \u00een 2024, c\u00e2nd aceste cheltuieli erau mai mari cu 17,2% fa\u021b\u0103 de nivelul \u00eenregistrat \u00een decembrie 2023, iar raportat la PIB \u00eenregistrau o cre\u0219tere de 0,8pp.\u00a0Asisten\u021ba social\u0103 reprezint\u0103 cheltuielile cu pensiile, care\u00a0<\/span><a href=\"https:\/\/funky.ong\/en\/cum-am-ajuns-aici-episodul-3-istoria-masurilor-populiste\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">au fost majorate<\/span><\/a><span data-contrast=\"auto\">\u00a0cu 12,5% \u00een ianuarie 2023 \u0219i cu 13,8% \u00een ianuarie 2024.\u00a0<\/span><span
