{"id":21556,"date":"2026-04-23T16:35:13","date_gmt":"2026-04-23T13:35:13","guid":{"rendered":"https:\/\/dev.funky.ong\/?p=21556"},"modified":"2026-05-27T16:58:57","modified_gmt":"2026-05-27T13:58:57","slug":"analiza-buget-local-primaria-municipiului-bucuresti-2026","status":"publish","type":"post","link":"https:\/\/funky.ong\/en\/analiza-buget-local-primaria-municipiului-bucuresti-2026\/","title":{"rendered":"Analiz\u0103 buget local Prim\u0103ria Municipiului Bucure\u0219ti 2026"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Prim\u0103ria Municipiului Bucure\u0219ti \u0219i-a publicat bugetul local pe 17 aprilie 2026, cu\u00a06 zile \u00eent\u00e2rziere\u00a0fa\u021b\u0103 de termenul legal.\u00a0Calendarul bugetelor locale depinde, anual, de adoptarea \u0219i publicarea \u00een Monitorul Oficial a Legii bugetului de stat.\u00a0<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Prim\u0103ria a anun\u021bat\u00a0organizarea unei\u00a0<\/span><b><span data-contrast=\"auto\">dezbateri publice<\/span><\/b><span data-contrast=\"auto\">,\u00a0care va avea loc\u00a0<\/span><b><span data-contrast=\"auto\">joi,\u00a030\u00a0aprilie, \u00eencep\u00e2nd cu ora 10:00<\/span><\/b><span data-contrast=\"auto\">, \u00een\u00a0<\/span><b><span data-contrast=\"auto\">Sala de Consiliu a Prim\u0103riei Generale a Municipiului Bucure\u0219ti\u00a0<\/span><\/b><span data-contrast=\"auto\">(PMB).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n\r\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"none\">Acestea sunt cele trei lucruri esen\u021biale despre bugetul Prim\u0103riei Capitalei pentru 2026. Tot restul \u2014 cifrele, tabelele, proiectele de investi\u021bii \u2014 vine s\u0103 sus\u021bin\u0103 \u0219i s\u0103 nuan\u021beze aceste trei realit\u0103\u021bi.<\/span><\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-table is-style-regular\">\r\n<table class=\"has-black-color has-pale-cyan-blue-background-color has-text-color has-background has-link-color has-fixed-layout\">\r\n<tbody>\r\n<tr>\r\n<td><strong>Bani \u00een plus \u2014 dar nu din merit propriu<\/strong>\u00a0Cre\u0219terea bugetului cu 1,74 miliarde lei vine din cotele \u0219i sumele defalcate din impozitul pe venit \u2014 nu din performan\u021ba prim\u0103riei, ci din rezultatul referendumului local din 2024. Banii sunt ai cet\u0103\u021benilor printr-un vot. Acum trebuie urm\u0103rit ce se face cu ei.\u00a0<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>56% din buget merge la STB \u0219i Termoenergetica<\/strong>\u00a0Transportul rutier \u0219i energia termic\u0103 absorb 4,82 miliarde lei \u2014 mai mult de jum\u0103tate din bugetul local. Cea mai mare parte sunt subven\u021bii opera\u021bionale, nu investi\u021bii. At\u00e2ta timp c\u00e2t aceast\u0103 structur\u0103 nu se schimb\u0103, Bucure\u0219tiul nu se poate dezvolta.\u00a0<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Bugetul a fost publicat ca PDF scanat<\/strong>\u00a0Un PDF scanat nu poate fi analizat automat. Un buget de 12 miliarde de lei merit\u0103 mai mult dec\u00e2t asta de la administra\u021bia care \u00eel gestioneaz\u0103.\u00a0<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n<\/figure>\r\n<p>&nbsp;<\/p>\r\n<p style=\"text-align: center;\"><a class=\"wp-block-button__link has-vivid-red-background-color has-background has-medium-font-size has-custom-font-size wp-element-button\" href=\"https:\/\/funky.ong\/wp-content\/uploads\/2026\/04\/Funky-Citizens-Analiza-buget-local-PMB.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Analiz\u0103 Buget PMB 2026<\/a><\/p>\r\n<p>&nbsp;<\/p>\r\n\r\n\r\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Proiectul de buget pentru 2026 totalizeaz\u0103\u00a0<\/span><b><span data-contrast=\"auto\">12,88 miliarde lei<\/span><\/b><span data-contrast=\"auto\">\u00a0la nivelul bugetului general centralizat, dintre care\u00a0<\/span><b><span data-contrast=\"auto\">8,49 miliarde lei<\/span><\/b><span data-contrast=\"auto\">\u00a0reprezint\u0103 bugetul local gestionat direct de Prim\u0103rie. Fa\u021b\u0103 de ce s-a cheltuit efectiv \u00een 2025, aceasta \u00eenseamn\u0103 o cre\u0219tere de peste\u00a0<\/span><b><span data-contrast=\"auto\">45%.<\/span><\/b><span data-contrast=\"auto\">\u00a0Fa\u021b\u0103 de bugetul ini\u021bial din 2025, cre\u0219terea este de\u00a0<\/span><b><span data-contrast=\"auto\">17%<\/span><\/b><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Dar cifrele mari din proiectele de buget ascund adesea un pattern \u00eengrijor\u0103tor, pe care \u00eel sper\u0103m s\u0103 fie rupt \u00een acest an. \u00cen 2025, PMB a cheltuit <\/span><b><span data-contrast=\"auto\">sub 73%<\/span><\/b><span data-contrast=\"auto\">\u00a0din bugetul local rectificat. La investi\u021bii, rata de execu\u021bie a fost\u00a0<\/span><b><span data-contrast=\"auto\">sub 50%<\/span><\/b><span data-contrast=\"auto\">. La proiectele cu finan\u021bare european\u0103,\u00a0<\/span><b><span data-contrast=\"auto\">aproximativ o treime<\/span><\/b><span data-contrast=\"auto\">.\u00a0<\/span><b><span data-contrast=\"auto\">Bugetul 2026 propune cre\u0219teri masive exact la aceste capitole \u2014 f\u0103r\u0103 nicio explica\u021bie public\u0103 privind ce se schimb\u0103 structural \u00een capacitatea de implementare.<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Structura cheltuielilor ilustreaz\u0103 \u0219i ea c\u00e2teva priorit\u0103\u021bi clare \u2014 \u0219i c\u00e2teva absen\u021be notabile. Peste jum\u0103tate din bugetul local (56,7%) este absorbit de dou\u0103 domenii: transportul rutier (2,49 miliarde lei) \u0219i energia termic\u0103 (2,33 miliarde lei). Ambele sunt domenii \u00een care Prim\u0103ria subven\u021bioneaz\u0103 masiv servicii publice esen\u021biale \u2014 biletul de c\u0103l\u0103torie \u0219i factura la c\u0103ldur\u0103 \u2014 men\u021bin\u00e2nd pre\u021burile artificiale \u00een jos prin transferuri bugetare de miliarde de lei anual.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Pe partea de venituri, dependen\u021ba structural\u0103 a PMB de cotele \u0219i\u00a0sumele defalcate din impozitul pe venit \u2014 care acoper\u0103 aproape trei sferturi din bugetul local \u0219i aproape jum\u0103tate din cel general \u2014\u00a0r\u0103m\u00e2ne principala vulnerabilitate a finan\u021belor municipale.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><b><span data-contrast=\"auto\">Majorarea cu 1,74 miliarde lei a veniturilor din cote \u0219i\u00a0sume defalcate din impozitul pe venit \u00een anul 2026 reflect\u0103, \u00een esen\u021b\u0103, respectarea par\u021bial\u0103 a rezultatului referendumului local organizat \u00een 2024.\u00a0<\/span><\/b><span data-contrast=\"auto\">Banii \u00een plus sunt de fapt sume care altfel ar fi ajuns \u00een bugetele prim\u0103riilor de sector, care, de\u0219i nu sunt lipsite de responsabilit\u0103\u021bi, nu au povara celor dou\u0103 categorii mari de subven\u021bii pl\u0103tite anual de PMB: pentru energie termic\u0103 \u0219i pentru transportul \u00een comun.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"has-pale-cyan-blue-background-color has-background wp-block-paragraph\"><span data-contrast=\"none\">\u00cen noiembrie 2024, bucure\u0219tenii au validat toate cele trei \u00eentreb\u0103ri ale referendumului local, inclusiv cea referitoare la repartizarea impozitului pe venit \u00eentre Prim\u0103ria General\u0103 \u0219i sectoare.\u00a0<\/span><br \/><br \/><span data-contrast=\"none\">De\u0219i rezultatul a fost validat democratic, modific\u0103rile legislative necesare pentru aplicarea lui integral\u0103 nu au fost operate \u00een 2025. Totu\u0219i, \u00een construc\u021bia bugetului de stat pentru 2026, mecanismul de repartizare a fost modificat par\u021bial prin amendamente parlamentare: decizia privind distribuirea cotei de 85% din impozitul pe venit \u00eentre Prim\u0103ria General\u0103 \u0219i prim\u0103riile de sector a fost transferat\u0103 de la Guvern c\u0103tre Consiliul General al Municipiului Bucure\u0219ti, iar pentru jude\u021bul Ilfov a fost introdus\u0103 o cot\u0103 de 1% din impozitul pe venit destinat\u0103 dezvolt\u0103rii. <\/span><br \/><br \/><span data-contrast=\"none\">Aceste modific\u0103ri nu echivaleaz\u0103 cu o implementare complet\u0103 a referendumului, dar reprezint\u0103 un prim pas prin care bugetul de stat recunoa\u0219te, cel pu\u021bin par\u021bial, voin\u021ba exprimat\u0103 de bucure\u0219teni.\u00a0<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Nu \u00een ultimul r\u00e2nd, transparen\u021ba bugetar\u0103 las\u0103 de dorit. PMB nu \u0219i-a publicat bugetul \u00eentr-un format deschis care s\u0103 permit\u0103 analiza rapid\u0103 a datelor. Dar \u0219i \u00een 2025 a promis mai mult dec\u00e2t a livrat. \u00centrebarea nu este bugetul, c\u00e2t este bugetul?! \u2014 ci c\u00e2t din el se va realiza.<\/span><\/em><\/b><span de\u00a012,88 miliarde lei<\/span><\/b><span data-contrast=\"auto\">\u00a0(at\u00e2t pentru venituri, c\u00e2t \u0219i pentru cheltuieli), dintre care\u00a0aproape<\/span><b><span data-contrast=\"auto\">\u00a066% (8,49 miliarde lei) reprezint\u0103 bugetul local<\/span><\/b><span data-contrast=\"auto\">, adic\u0103 bugetul\u00a0gestionat direct de\u00a0Prim\u0103ria\u00a0Capitalei.\u00a0Bugetul pentru acest an este mai mare dec\u00e2t estimarea pentru anul 2025 \u0219i dec\u00e2t\u00a0execu\u021bia anului trecut. \u00cen ultima rectificare bugetar\u0103, din\u00a023 decembrie 2025,\u00a0PMB cre\u0219tea bugetul general la peste 12,67 miliarde lei\u00a0at\u00e2t pentru venituri, c\u00e2t \u0219i pentru cheltuieli.\u00a0Paradoxal, de\u0219i la finalul anului PMB \u0219i-a majorat propriile estim\u0103ri prin rectificarea bugetului, execu\u021bia real\u0103 a fost sub ambele \u021binte: \u00eencas\u0103ri \u0219i cheltuieli mai mici chiar \u0219i fa\u021b\u0103 de bugetul ini\u021bial.\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\">\r\n\r\n\r\n\r\n<\/p>\r\n<p care\u00a0se vor \u00eencasa\u00a0cu\u00a01,74\u00a0miliarde lei \u00een\u00a0plus \u00een\u00a02026.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Bugetul veniturilor se \u00eemparte, pe categorii\u00a0mari, \u00een:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<ul class=\"wp-block-list\">\r\n<li><span data-contrast=\"auto\">Venituri curente \u2013 estimate la 8,65 miliarde lei;<\/span><span curente, bugetate la 8,65 miliarde lei, care se \u00eempart \u00een:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<ul class=\"wp-block-list\">\r\n<li><span mai mare\u00a0surs\u0103 de \u00eencas\u0103ri,\u00a0<\/span><b><span data-contrast=\"auto\">cotele \u0219i\u00a0sumele defalcate din impozitul pe venit<\/span><\/b><span data-contrast=\"auto\">, care cresc anul acesta la\u00a0<\/span><b><span data-contrast=\"auto\">aproape 6,28 miliarde<\/span><\/b><span data-contrast=\"auto\">\u00a0lei pentru PMB, de la 4,54 miliarde \u00een\u00a0execu\u021bia bugetar\u0103\u00a0din 2025.\u00a0<\/span><b><span data-contrast=\"auto\">Cre\u0219terea de 38,3%<\/span><\/b><span data-contrast=\"auto\">\u00a0suplimenteaz\u0103 bugetul PMB cu 1,74 miliarde lei (fa\u021b\u0103 de \u00eencas\u0103rile din 2025), ca urmare a<\/span><b><span data-contrast=\"auto\">\u00a0respect\u0103rii par\u021biale a rezultatelor referendumului local\u00a0<\/span><\/b><span data-contrast=\"auto\">organizat\u00a0\u00een 2024.\u00a0De altfel, cotele \u0219i\u00a0sumele defalcate din impozitul pe venit acoper\u0103 aproape jum\u0103tate (48,7%) din bugetul total al capitalei.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">O alt\u0103\u00a0surs\u0103 important\u0103 de venit pentru bugetul PMB este reprezentat\u0103 de veniturile nefiscale, cu un buget estimat de 2,14 miliarde lei \u00een 2026, mai mare cu 16,3% fa\u021b\u0103\u00a0de \u00eencas\u0103rile de 1,84 miliarde lei realizate \u00een 2025.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Bugetul pentru\u00a0subven\u021bii, \u00een valoare de aproape 2,19 miliarde lei pentru 2026, este mai mic dec\u00e2t estimarea de 2,23 miliarde lei din ultima rectificare din 2025. Astfel, bugetul pentru anul 2026, de\u0219i numai pu\u021bin mai mare fa\u021b\u0103 de previziunile pentru anul trecut,\u00a0dep\u0103\u0219e\u0219te execu\u021bia real\u0103 cu peste 327%.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Cheltuielile de capital, \u00een valoare de 1,58 miliarde lei,\u00a0cresc \u00een bugetul pe 2026 cu 37,4% fa\u021b\u0103 de ultima rectificare din 2025. Totu\u0219i, de\u0219i bugetul pe anul 2025 era de 1,15 miliarde lei pentru cheltuielile de capital, execu\u021bia real\u0103 a fost de numai 0,54 miliarde lei (sub jum\u0103tate din buget). bugetul pentru anul 2025, domeniul transportului rutier avea alocat un buget de 2,05 miliarde lei, iar execu\u021bia real\u0103 a fost de 1,93 miliarde. Astfel, bugetul pentru acest an cre\u0219te cu 29% fa\u021b\u0103 de\u00a0sumele cheltuite pentru transport rutier \u00een anul 2025.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Sumele alocate pentru transportul \u00een comun, \u00een valoare total\u0103 de 1,96 miliarde,\u00a0sunt destinate, \u00een bun\u0103 m\u0103sur\u0103 (1,37 miliarde lei, respectiv aproape 70%) pentru\u00a0subven\u021biile pentru acoperirea diferen\u021belor de pre\u021b \u0219i tarif, care \u00een realitate\u00a0asigur\u0103 func\u021bionarea transportului public \u00een comun f\u0103r\u0103 o majorare astronomic\u0103 a pre\u021bului biletului de c\u0103l\u0103torie.\u00a0Tot pentru domeniul transportului \u00een comun se aloc\u0103 0,4 miliarde lei pentru proiecte cu finan\u021bare din FEN, iar 0,07 miliarde lei\u00a0sunt alocate pentru proiecte finan\u021bate din granturi PNRR.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">De asemenea, bugetul pentru energie termic\u0103 este similar cu aloc\u0103rile de anul trecut, c\u00e2nd se\u00a0bugetaser\u0103\u00a02,34 miliarde lei, \u00eens\u0103 cre\u0219te cu 36,2% fa\u021b\u0103 de cheltuielile efective (1,71 miliarde\u00a0lei) din 2025.\u00a0Bugetul pentru domeniul \u201eenergie termic\u0103\u201d se \u00eemparte astfel:<\/span><span Fa\u021b\u0103 de bugetul rectificat din 2025, ambele domenii \u00eenregistreaz\u0103 sc\u0103deri u\u0219oare (-6,19% \u0219i respectiv -3,91%). Cultura cre\u0219te cu 42,76% fa\u021b\u0103 de execu\u021bie, \u00een linie cu tendin\u021ba general\u0103 de subestimare a cheltuielilor efective.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Bugetul pentru domeniul s\u0103n\u0103t\u0103\u021bii (0,72 miliarde\u00a0lei) se \u00eemparte astfel:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<ul class=\"wp-block-list\">\r\n<li><span data-contrast=\"auto\">0,19 miliarde\u00a0lei\u00a0pentru spitale generale, aproape \u00een totalitate transferuri;<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n\r\n\r\n\r\n<li><span data-contrast=\"auto\">0,54 miliarde lei pentru alte institu\u021bii \u0219i ac\u021biuni sanitare, incluz\u00e2nd cheltuieli de personal (0,15 mld), cheltuieli cu bunuri \u0219i servicii (0,1 mld lei), dar \u0219i investi\u021bii (0,07 mld lei din FEN, respectiv 0,19 mld cheltuieli de capital).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n<\/ul>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Cele 0,62 miliarde lei destinate domeniului larg \u201ecultur\u0103, recreere \u0219i religie\u201d se \u00eempart \u00eentre:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<ul class=\"wp-block-list\">\r\n<li><span data-contrast=\"auto\">Cheltuieli pentru servicii culturale \u2013 0,4 miliarde\u00a0lei, respectiv 64,5%. Acestea includ, printre altele, institu\u021biile publice de spectacole \u0219i concerte (0,22 mld);<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n\r\n\r\n\r\n<li><span data-contrast=\"auto\">Servicii recreative \u0219i sportive \u2013 0,2 miliarde lei.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n<\/ul>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Domeniul locuin\u021belor, serviciilor \u0219i dezvolt\u0103rii publice \u00eenregistreaz\u0103 cea mai mare cre\u0219tere procentual\u0103 fa\u021b\u0103 de bugetul rectificat 2025 din categoriile semnificative: +59,18%, ajung\u00e2nd la 0,57 miliarde lei. Cele dou\u0103 domenii &#8211; trafic \u0219i termoficare &#8211; reprezint\u0103, de altfel, principalele preocup\u0103ri ale bucure\u0219tenilor.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Majoritatea\u00a0sumei de bani\u00a0pentru investi\u021bii\u00a0(<\/span><span data-contrast=\"auto\">2,43 miliarde<\/span><span data-contrast=\"auto\">\u00a0lei, respectiv 85,2%) este destinat\u0103 pentru obiective de investi\u021bii \u00een continuare, adic\u0103 pentru acele proiecte care au \u00eenceput \u00een anii preceden\u021bi \u0219i continu\u0103 \u00een 2026. Pentru obiectivele de investi\u021bii se aloc\u0103 un buget de 0,2 miliarde lei, iar pentru alte cheltuieli de investi\u021bii (ex: dot\u0103ri independente sau studii de prefezabilitate) un buget de 0,22 miliarde.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<h2 class=\"wp-block-heading\"><b><span data-contrast=\"auto\">Investi\u021bii \u00een domeniul transporturilor<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/h2>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Peste trei sferturi din bugetul investi\u021biilor este destinat domeniului transporturilor, cu o alocare total\u0103 de 2,2 miliarde lei pentru acest an.\u00a0Aceast\u0103\u00a0sum\u0103 se \u00eemparte \u00eentre \u201etransport \u00een comun\u201d (0,11 miliarde lei) \u0219i domeniul \u201estr\u0103zi\u201d (2,08 miliarde).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Pentru transportul \u00een comun, cele 0,11 miliarde lei\u00a0se \u00eempart \u00eentre trei proiecte de investi\u021bii publice:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<ol class=\"wp-block-list\">\r\n<li><span data-contrast=\"auto\">\u201eModernizarea sistemului de transport public cu tramvaiul de la nivelul Municipiului Bucure\u0219ti\u201d &#8211; buget de 110.692.000 lei \u00een 2026. Acest proiect a fost aprobat prin Hot\u0103r\u00e2rea Consiliului General al Municipiului Bucure\u0219ti (HCGMB) nr. 504\/27.11.2025, iar p\u00e2n\u0103 la finalul anului trecut au fost cheltuite 1,1 miliarde lei.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n\r\n\r\n\r\n<li><span data-contrast=\"auto\">\u201e\u00cennoirea parcului de vehicule destinate transportului public prin achizi\u021bia unui num\u0103r de 22 de troleibuze din gama de 12 m cu autonomie de minim 20 km\u201d (aprobat din HCGMB nr. 42\/02.03.2023) &#8211; buget de 4.000 lei \u00een 2026. P\u00e2n\u0103 la finalul anului 2025, pentru acest proiect s-au cheltuit 0,08 miliarde lei.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n\r\n\r\n\r\n<li><span data-contrast=\"auto\">\u201eSistem ITS integrat\u00a0Smart\u00a0&amp; Green\u00a0Mobility\u00a0pentru regiunea Bucure\u0219ti &#8211; Ilfov \u2013 Informarea c\u0103l\u0103torilor \u00een sta\u021biile de transport public\u201d &#8211; proiect aprobat prin HCGMB nr. 270\/ 30.07.2025. Un buget de 2.000 lei \u00een 2026 \u0219i o execu\u021bie de 588.000 lei\u00a0p\u00e2n\u0103 la finalul anului 2025.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n<\/ol>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Bugetul investi\u021biilor pentru subdomeniul \u201estr\u0103zi\u201d,\u00a0\u00een sum\u0103 de 2,08 miliarde lei, reprezint\u0103\u00a072,9%\u00a0din\u00a0\u00eentregul\u00a0buget\u00a0prev\u0103zut\u00a0de PMB\u00a0pentru\u00a0investi\u021bii \u00een\u00a0anul 2026.\u00a0Suma se \u00eemparte \u00eentre 9 proiecte, dintre care cele mai mari presupun:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<ol class=\"wp-block-list\">\r\n<li><span data-contrast=\"auto\">0,33 miliarde lei pentru \u201ePenetra\u021bie Splaiul\u00a0Independe\u021bei-Ciurel-Autostrada-Bucure\u0219ti-Pite\u0219ti\u201d, pentru care s-au cheltuit alte 0,33 miliarde lei p\u00e2n\u0103 la finalul anului 2025<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n\r\n\r\n\r\n<li><span data-contrast=\"auto\">0,25 miliarde lei \u201eReabilitare sistem rutier \u0219i linii de tramvai Reabilitare unica Sos Pantelimon\u201d aprobat prin HCGMB 195\/2007, pentru care se cheltuiser\u0103 0,25 miliarde lei p\u00e2n\u0103 la finalul anului trecut;<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n\r\n\r\n\r\n<li><span data-contrast=\"auto\">0,19 miliarde lei pentru un proiect aprobat acum dou\u0103 decenii: \u201eStr\u0103pungere Bd. Nicolae Grigorescu \u2013 Splai Dudescu\u201d (HCGMB 265\/2006). P\u00e2n\u0103 la finalul anului 2025 se cheltuiser\u0103 0,19 miliarde lei.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\r\n<\/ol>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Bugetul de 0,83 miliarde lei pentru energie termic\u0103 este destinat \u00een totalitate proiectelor de investi\u021bii \u00eencepute \u00een anii anteriori, pentru care s-au cheltuit, cumulat, p\u00e2n\u0103 la finalul lui 2025, 1,88 mld lei.\u00a0Acestea presupun, \u00een principal, reabilitarea sistemului de termoficare al Municipiului Bucure\u0219ti, dar \u0219i modernizarea unor magistrale.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n<p>\r\n\r\n<\/p>\r\n<h1 class=\"wp-block-heading\"><b><span data-contrast=\"auto\">Concluzie<\/span><\/b><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:360,&quot;335559739&quot;:80}\">\u00a0<\/span><\/h1>\r\n<p>\r\n\r\n<\/p>\r\n<p class=\"wp-block-paragraph\"><span data-contrast=\"none\">\u00cen 2025, PMB a cheltuit\u00a0sub\u00a073% din bugetul local rectificat. La investi\u021bii, rata de execu\u021bie a fost\u00a0sub\u00a050%, iar la proiectele cu finan\u021bare european\u0103, de aproximativ o treime. Cu alte cuvinte, administra\u021bia nu a reu\u0219it s\u0103 cheltuiasc\u0103 banii pe care i-a avut la dispozi\u021bie, \u00een special pe segmentele care ar fi generat valoare pe termen lung. Un buget de 12 miliarde de lei ar trebui s\u0103 fie publicat \u00eentr-un format deschis, u\u0219or de analizat \u0219i de verificat de oricine.
