Priorit\u0103\u021bile bugetare se observ\u0103 totu\u0219i cel mai u\u0219or \u00een aloc\u0103rile pentru bugetele ministerelor. Bugetul propus pentru anul 2023 aloc\u0103 cele mai mari sume de bani Ministerului Muncii, Ministerului Ap\u0103r\u0103rii Na\u021bionale (lucru previzibil \u00een contextul agresiunii Rusiei \u00eempotriva Ucrainei) \u0219i Ministerului Educa\u021biei. Cea mai mare cre\u0219tere o \u00eenregistreaz\u0103 Ap\u0103rarea Na\u021bional\u0103, bugetul propus fiind cu peste 50% mai mare fa\u021b\u0103 de banii cheltui\u021bi \u00een 2022 de acest sector. De\u0219i aflat pe locul al treilea, cu un buget propus cu 12% mai mare fa\u021b\u0103 de anul precedent, bugetul Ministerului Educa\u021biei este de doar aproximativ 2,2% din PIB, alocare aflat\u0103 mult sub angajamentul asumat legat, de minim 6% din PIB.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00cen ceea ce prive\u0219te cheltuielile de investi\u021bii \u00een anul 2023, ele ating 112 miliarde de lei, adic\u0103 7,22% din PIB. <span style=\"font-weight: 400;\">\u00a0\u00cen urm\u0103torul an bugetar, se vor aloca, pentru investi\u021bii, 50,8 miliarde de lei din fondurile na\u021bionale, iar proiectele finan\u021bate din fonduri externe \u0219i PNRR \u00eensumeaz\u0103 61,3 miliarde de lei. Totu\u0219i, aproape \u00een fiecare an proiec\u021biile optimise ale bugetului de stat sunt departe de efectiva execu\u021bie bugetar\u0103, cea care ne arat\u0103 cum au fost cheltui\u021bi de fapt banii.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bugetul de stat, \u00een forma sa adoptat\u0103 ieri, ne indic\u0103 maximul sumelor pe care ordonatorii de credite le pot folosi \u00een prima jum\u0103tate a anului viitor. Prima rectificare bugetar\u0103 legal\u0103 va putea fi f\u0103cut\u0103 doar dup\u0103 data de 1 iulie, dup\u0103 cum ne spune Legea privind responsabilitatea fiscal-bugetar\u0103, ceea ce \u00eensemn\u0103 c\u0103,<span style=\"font-weight: 400;\"> pentru domenii precum educa\u021bia ori s\u0103n\u0103tatea, lucrurile vor r\u0103m\u00e2ne pentru moment \u00eenc\u0103 subfinan\u021bate.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analiza de fa\u021b\u0103 este prima din seria de analize a Centrului pentru Monitorizarea Transparen\u021bei \u0219i Responsabilit\u0103\u021bii Fiscal-Bugetar\u0103. In response to the multiple crises we have faced in recent years (the Covid-19 pandemic, inflation, the energy crisis generated by Russia's aggression against Ukraine), the budget shows an attempt to recover, to reduce the deficit, and to focus on investments. The state budget is not just any other administrative document, it often shows us the country's priorities for the following year and enables local administrations to know in advance what money, coming from the central level, they can rely on.
