Obiectivul principal al proiectului a fost s\u0103 disemineze lec\u021bii \u00eenv\u0103\u021bate despre cum se spore\u0219te rezilien\u021ba democratic\u0103 \u00een perioadele de criz\u0103. De fapt, obiectivele proiectului s-au schimbat pe parcurs, odat\u0103 cu evolu\u021bia circumstan\u021belor, \u00eentruc\u00e2t pandemia a dat na\u0219tere unei crize suprapuse, care a implicat aspecte democratice, economice \u0219i de securitate \u00een perioada 2022-2023.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Am investigat modul \u00een care pandemia Covid-19 a afectat democra\u021bia local\u0103 \u0219i autonomia municipalit\u0103\u021bilor din Cehia, Polonia, Rom\u00e2nia \u0219i Ungaria. Rezultatele indic\u0103 faptul c\u0103 procesul de descentralizare a fost afectat \u00een mod diferit \u00een aceste \u021b\u0103ri. <\/span><b>Cehia \u0219i Rom\u00e2nia au urmat o cale moderat\u0103 de descentralizare, sporind autonomia municipalit\u0103\u021bilor. \u00cen schimb, Ungaria \u0219i Polonia au trecut printr-un proces de centralizare, cresc\u00e2nd dependen\u021ba municipalit\u0103\u021bilor fa\u021b\u0103 de guvernele centrale.<\/b><span style=\"font-weight: 400;\"> Acest lucru a afectat capacitatea de reprezentare a opozi\u021biei \u0219i implica\u021biile democratice la nivel local.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00cen ceea ce prive\u0219te participarea democratic\u0103, prezen\u021ba la vot \u00een alegerile locale a sc\u0103zut, iar problemele locale au fost eclipsate \u00een \u0219tirile na\u021bionale \u0219i interna\u021bionale. Cu toate acestea, provoc\u0103rile sunt reale, iar resursele municipale au fost epuizate \u0219i erodate, \u00een special \u00een Ungaria \u0219i Polonia, din cauza crizelor cumulative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cum v-am obi\u0219nuit deja, recomand\u0103m \u00eembun\u0103t\u0103\u021birea transparen\u021bei comunic\u0103rii autorit\u0103\u021bilor \u0219i implicarea activ\u0103 a cet\u0103\u021benilor \u00een procesele decizionale.
