The adoption of the "Anghel Saligny" program by the GEO is a flagrant violation of Article 115, paragraph 4 of the Constitution. There is no extraordinary situation to justify the replacement of parliamentary procedures and the assumption of such a project by the Government! Not only that, it is mandatory to request an opinion from the Social Economic Council, according to art. 141 of the Constitution, which did not happen for this legislative approach. We cannot refer these things to the Constitutional Court, but someone can. Together with Expert Forum and over 20 other signatories, we request the People's Advocate, Mrs. Renate Weber, to notify the Constitutional Court regarding the unconstitutionality of the GEO regarding the "Anghel Saligny" Program. Am participat astăzi, 23 august (sic!) 2021 la dezbaterea organizată de Ministerul Dezvoltării, Lucrărilor Publice şi Administraţiei privind proiectul de Ordonanță de Urgență pentru aprobarea Programului Național de Investiţii „Anghel Saligny”. Acest program, estimat la 50 de miliarde de lei, ar trebui să ajute la dezvoltarea comunităților locale în perioada 2021-2028. În fapt, deși nevoia de investiție este un reală și este necesară o intervenție, programul a fost făcut pe genunchi, este nedetaliat și lasă loc unor abuzuri și politizări care cu siguranță nu vor scoate comunitățile locale din sub-dezvoltare. Solicităm MDLPA și Guvernului să nu adopte prin Ordonanță de urgență un program atât de important, cu atât mai mult cu cât acesta oricum nu pare a putea fi operaționalizat mai devreme de finalul anului.
