Analiză: transparența bugetelor de municipii 2023

Pentru al treilea an la rând, Funky Citizens a analizat bugetele celor 103 municipii ale României, plus cele şase sectoare ale Bucureştiului, pentru a vedea cât de transparente şi deschise cu cetăţenii sunt, pornind de la un moment-cheie: adoptarea bugetelor locale pentru anul 2023. Analiza noastră se bazează pe ceea ce spune legea că administraţia publică locală trebuie (şi poate) să facă. Notarea din analiză se face ţinând cont de prevederile legii cu privire la calendarul bugetar, acordându-se bonusuri pentru iniţiative care depăşesc prevederile minime legale, precum organizarea unui eveniment de dezbatere dedicat cetăţenilor.

Cu toate că a avea o primărie care respectă prevederile legii sau care încurajează cetăţenii să discute pe marginea unui proiect de buget reprezintă premise bune, nu înseamnă automat că primăria respectivă operează ireproşabil din toate punctele de vedere. Analiza noastră are în vedere disponibilitatea datelor şi documentelor, nu conţinutul lor.

As before, the present analysis looked at the process of drawing up and approving local budgets in 103 municipii din România, urmărind the extent to which they comply with the criteria of local public finance legislation related to the transparency of this process. The analysis also looked at the extent to which the Romanian municipalities managed to take the step towards modern international standards in public finance, respectively to adopt measures to make them open budgets (publication format, citizens' budgets or organized public debates).

Anul acesta, 84 de primării au luat notă de trecere (aproape 78%), față de 76 în 2022. 41 de primării au obținut un punctaj mai mare, 36 același, iar 32 au scăzut față de anul trecut. Tot în comparație cu anul trecut, Legea bugetului de stat a fost aprobată mai devreme, pe 19 decembrie 2022; astfel, mai multe primării decât în anul precedent au adoptat bugetul în termenul legal (77 față de 74). De remarcat că nota maximă anul acesta a fost tot 9, obținută de Brașov, notă pe care anul trecut o obținea Sectorul 6.

In the next period, this analysis will be extended, both as a cover (by including other local authorities) and as a purpose (by including quality elements of local budget processes). I learned, through the monitoring of these municipalities, but also through other research carried out during this period, that the stage of debate and approval of local budgets is a key moment to involve citizens in a more participatory government. We have seen local communities strive to reach the 21st century through debate and budget transparency. I have also seen communities in which, although the local administration is trying to open up, organizing debates in which no one still appears. However, I have seen far too many municipalities where citizens do not meet with openness from the authorities.

If we want a real opening of the government to the citizens, then the debate of the budgets on the occasion of their adoption is a good starting point. But the budget process is much wider and in order to have a real involvement of the citizens, the effort must be wider and constant, with thematic debates or for drawing the priority lines throughout the budget year.
