The year 2022 was a year of settlement for public budgets – at least from the perspective of their approval calendar, most of the municipalities made efforts to have new budgets from the first two months of the year. However, despite the fact that the municipal budgets were approved a little earlier than 2021, we are still far from the normal and legal calendar that imposes new budgets for a new fiscal year. Anul 2021 a fost un an atipic pentru bugetele publice – pe lângă răspunsul la pandemia generată de Covid-19, suntem după un an cu două runde de alegeri, cu o dinamică schimbată la nivelul majorităților politice mai ales din marile orașe. Bugetul de stat a fost adoptat târziu, la început de martie 2021, ceea ce a făcut ca bugetele locale să fie mult întârziate.  Analiza de față s-a uitat la procesul de elaborare și aprobare a bugetelor locale din 109 municipii din România (incluzând aici și cele șase sectoare ale Capitalei), urmărind în ce măsură acestea respectă criteriile din legislația privind finanțele publice locale legate de transparența acestui proces.
